Resume in UMS is not something I use so not sure how it is meant to work, but it should be the same across devices. IIRC it creates a virtual file from the last played position but for this to work it will force transcoding so only really needed for old devices that had no resume like the PS3. Most ...

Bedknobs and Broomsticks is streaming so UMS is not transcoding that video and sending it unaltered. I think the reason for the sync is because you have a very poor network connection to the TV with only have 0.61mb/s speed. The HLS one should not stop any that were previously playable being not able to be played as it does not change the supported formats. All I can think of is the speed tests were different between restarts so is choosing to transcode those that were previously streamed due to a lower measured network...
