I can access UMS via a web browser across my network but it is not recognized by Bubble on Android or my Sqeezebox Boom. LMS when run on the same machine in place of UMS is accessible by both.

I am running UMS 6.5.3 Java 8 on Linux Mint 18

Try disabling your firewall, and check your network/router configuration.
