Java using same port as the port I select for UMS

Just as the tital states. i port forwrds certin port, UMS works fine, but when i restart java seems to of tken over the port, I foun this out by evelaving CMD with Run as admin and typed Netstat -b -a and compared the ports and Java keeps taking over the port HELP. Also when i swicthc to a different port, which is annoying mind you, it doesnt pick up my ps4's my xbox 360 my phone or anything else. only my ps3
