Latest DCRAW and open source alternatives

Hello,

i am wondering why UMS use this old version 8.90 of DCRAW and not the latest and faster 9.27 ?
Compiled DCRAW.EXE (9.27/1.477, 2016/05/10, 32 & 64 bits)

Dave Coffin's free DCRAW command-line raw converter, ready to use for Windows, compiled with full optimizations in both Intel/AMD 64-bit and 32-bit versions and digitally signed. Portable, zero dependencies (single standalone .exes with no additional dlls). Compiled with the optional libjpeg and lcms2 modules.

If somebody know what reason do motivated this choice, bug or compatibility, i'm interested to know as well. Just curious; because if it was for Windows Vista/7 64 bit problem it's look like that not need to worry about anymore.
This compilation have the advantage to support Windows XP as well, not like the official one.
This fork https://github.com/ttyridal/dcraw-fast make it faster.
