PS4 Playback menu

I could not find any relevant with a search...

I use my PS3 to stream video because on the ps4 i do not have a playback menu that let me jump to a specific time ( jump to ) which is very useful. Why isn't it present on ps4?

Because it's not implemented in the PS4 Media Player app. At least not for transcoded files.
For streamed material you can use L2/R2 triggers to go back/forward
