Microsoft Windows Media Encoder

Hi! I would like to know if this software is capable to connect to a MS Windows Media Encoder and retransmit a stream, as MS Windows Media Service does. The problem is that Windows Media Service is discontinued and incompatible with smartphones like Apple IOS and Android (extra software is requirede). Thanks in advance.
