I literally just did that. Those 2 inbound rules. There were no outbound rules, so I created one each for UDP and TCP. In both the outbound and inbound rules, I chose Programs and Services -> Services Settings -> Apply to this service -> Universal Media Server.

There is no need for outbound rules by default AFAIK, because the default is to allow outgoing traffic.

Are you saying that applying the incoming rules to the service didn't fix the problem?

Yes. When I set them to work for the UMS service, still not working.

Ok, then I have no idea. You can try to set the rules to apply to all programs and services, but restrict them to only the ports needed. Neither of those ports should post much of a risk as far as I can tell, and especially as long as you only activate the rules for "private" networks. That means that if you ever connect to a public wifi network these rules won't apply anyway.
