UMC won't load

UMC won't load
I am running win7 with UMC 8.2.0
and tried clean install,
tried remove, reboot, clean install,
tried remove data base folder and file.
Tried tun UMS.bat, stuck in splash screen.
When first install, I can quit and reopen, but as soon as I reboot, It won't load and won't open anymore.
Help please.
attached the database log file, I see there is an issue, but not sure how to fix it.
