Try disabling SSDP discovery http://servicedefaults.com/10/ssdpsrv/ . Though this link is for win10, it might apply to latest win7 update.

sorry for the late response, I ended up going away for the weekend.
Upon start up today, everything is working fine, my renderers are showing up correctly.
i can tell you right now that my SSDP is set to manual and is a running process.
I guess Ill have to wait and see if it decides to throw a tantrum again.

You can't change port 1900. It's defined by UPnP and every UPnP device have to use this port. If another port is used, it will be impossible to communicate with other UPnP devices. The error isn't port 1900, it's that port 1900 isn't available/is unbindable.

Got him, was made more obvious with the edited in spam links added in the quote though. They usually wait a few days to make the edit hoping nobody will see but this one must be defective, it done it within half an hour
