Is there any way to improve the speed of it so it won't stutter as often or not at all?

In one simple word....no Powerline Ethernet is dependant upon the type of wiring within a house/building, it can also be affected by noise/interference. If you're experiencing problems it 'might' be the powerline adaptor itself that's breaking down if your wiring is up to date.

So, I take it as there's no way to have it not be uploading at random speeds then?

No afraid not....as I say the other option is to try a another powerline, there is a thread on here, probably on page 2 someone having a similar problem, the solution was to change the powerline and the switch.
