Been trying to play a bunch of episodes of Dragon Ball and it just gives me this error. However playing episode 153 works fine. They're both .mkvs and all the episodes were encoded in the same way.

Just tried it again with 2.3.0 and...no dice. Time for full specs and more information this time (+ cleaner logs).

The only thing that stood out to me was it looked like the one file that works uses a more recent version of mkvmerge than the others (ver3.3 vs. ver1.5). I'm not too familiar with the app, but I have run into issues with different version of Handbrake, which is what I use for ripping.
Might try repackaging your non-working episode using the ver3.3 of mkvmerge.

Yep. Remuxed episode 9 with the latest mkvmerge (5.6.0) and now it's working. My question is as follows: Why does it do this? Wouldn't this be a bug with UMS? If so, it should be fixed. I have thousands of mkvs that may or may not work and I probably won't have the time to remux them all.

Yeah seems like a bug with MKVToolnix at the time, not much we can do here

If you know what type of file the original source was, you can probably scan through the change log linked below and figure out which version of mkvmerge had the fix. that should help you narrow down which files will have issues and which will not. It looks like 1.5.5 had several issues with defining display size depending on what the source material was and what information the source file contained in its header.
