Don't forget that UMS will load when windows starts (unless you disable that option) so running it again will cause a second copy of UMS to run and will have the same problems.
When windows starts do you see the UMS logo splash screen or see the UMS icon in the tray?
When rebooting your computer without running anything else check task man to see if UMS is showing there, either as a service or process like before.
