Use an IP filter (whitelist)

The line containing IP filter on the general configuration tab only contains the info:
Use an IP filter (whitelist)
What does this mean?
Is is a "yes" for yes I want to use a wihtelist? Maybe a "Y"
Is it a list of IP addresses ? Maybe seperated by something? Maybe an interval of IPs?
Or how do You interpret the semantics of "Use an IP filter (whitelist)"?
Is it possible to have some kind of context sensetive help?
