PS3 always shows "There are no titles" for DVD ISO

I'm not sure how to troubleshoot this one anymore. I've seen a pattern of this in the past, but now it is almost a constant result. I have a few DVDs from my collection added as ISO images. When I go through the media list and select one of the ISO files, the result is always "There are no titles." This happens with PS3 and another renderer that I made. They used to work pretty reliably in 5.x.x but since 6.x and now 7.x(alpha and beta) I just can't get anything to work.
I've looked at the trace file and I think I see UMS is actually returning an empty envelope so it is not reading the ISO file to load the titles. What has changed over the last few major versions that could do this?
