In response to -ehn0r, The solution that worked for me was to uninstall Java from the Windows Programs menu in Control Panel and not re-install it. I tried UMS Version 9.0.1 This version also has the same problem.
I am sure it is not a firewall issue as my Windows Firewall is turned off and I am not running any other firewall programs. I doubt that Windows Defender is the culprit either (that is the only ant-virus program on this computer).
