I rebroke the path tried the old ums.jar and after seeing it not run replaced it with the new ums-9.0.0-b2-1d7b5529a. It works now with the broken path.

I'd can give it a try, but I am not sure if I can rebreak the path. I'm going to try a system restore from earlier today and see if I can reproduce it.

Works now! Didn't see a path set with quotes there were 3 with reference to java and one of the path had a java+python mix. I deleted the three paths then reinstalled java now the there is one path and UMS works!!

Same result with the new provided .jar

Nadahur here is the error of the console that appears when the provided code is used.
C:\Program Files (x86)\Universal Media Server>java -jar ums.jar trace
Exception in thread "main" java.lang.ExceptionInInitializerError
at net.pms.configuration ...

Provided ums.jar placed into the 9.0.0-b2 shows similar result of Java appearing in the task manager for 1-2 seconds before disappearing/ no debug.log or startup.

Nothing appears to be created in the install directory when UMS tries to start.
edit: just to expand I tried the uninstall java restarting computer and reinstalling java to the same results.

UMS-7.5.0-ee550c6 (Working)
Debug.log is created and program starts, media plays on external device.

UMS-7.5.0-30d7c08 (Not Working)
UMS-9.0.0-b2-7ca556c (Not Working)
Same as above as no debug.log created or program start.

Hello SubJunk thank you for looking into this issue.
For install method reference. I uninstall previous version then installed the next with 'Clean install' checked then see if program starts afterwords stream a video to external device.
