IP Filter Can't Save even with Administration Permission

Updated New UMS 6.8.0.
Updated New Java
Uninstalled and Installed both
UMS PS3 no renderers but Windows Media Works?
When firewall is off it works
I need to have it work when firewall is on.

This always happens when I do an update why is that?

Every time I download the new update this happens.
This is a major problem, why hasn't it been addressed yet?
How do I resolve the problem?
Updated Java
Only 1 javaw.exe file in task manager
It picks up Windows Media Server not PS3
Rebooted computer
There is no debug.log

After reinstalling Java everything seems to be working.
By other I meant ums.jar trace.

I found the ums.jar but not the other
tried to open ums.jar nothing happened
Every time I try to open UMS I look in task manager and see no UMS or javaw.exe

I did not find a debug.log

I did not find UMS in services.msc
Last time someone had me delete a file in Universal Media Server folder.
Not sure which one to delete or if that would help this time.

I couldn't open program so I uninstalled and reinstalled but the program is still not opening.
Since it can't open I don't know how to upload a bug log.
Please help me figure out what happened and how to fix it for future reference.
Java 64 bit up to date
Windows up to date
No program changes were ...

When I deleted that folder everything is working now.
