I think you should try much older versions, before Java was embedded with UMS - but that would require you to have Java 8 installed.

It sounds like it's a bigger issue then, either something changed in Windows 10 or something changed in UMS. Trying an older version of UMS is probably the easiest route ;)

VLC isn't really used in UMS, I think it was more in use many moons ago and that it still exists for that reason. Unless you change your configuration from the default, VLC won't be used though. How did you "try" the 2019 config? Did you force default renderer and set it to the default?

With that config it should do what you want AFAICU, but without logs there's no telling what's actually happening.
