If you put UMS in trace mode you will see the Library Scanner process doing the scan in the logs.

Have you managed to play anything locally from the USB in it?

I know little about the transcoding side of things so I don't fully know what is happening, but from what I can tell it is using a tool that is part of AviSynth called DirectShowSource and it cannot understand that filename for some reason. I don't know anything about the shutdown sequence but it has been a problem for a while. Usually I see errors in logs due to the ports or database still being in use when trace logs are generated because when UMS is restarted as a new process the old one is still shutting down and still using them. ...

Deleting "C:\ProgramData\UMS\database\USERS.mv.db" will reset all users. Next time UMS is run it will ask you to set up a new user.

Could you try the latest version (13.2.0) as that fixed the problem I saw in you last logs that may have been part of the problem, and post new logs.
You could also try playing that file on another renderer or using the web player to see if those have trouble with the filenames.
