That can happen sometimes when the CPU isn't fast enough or there are other programs using CPU. Sometimes if you try to play it twice the second time will work.

Hi smirk, Depending on your video quality settings, and the bitrate/quality of the input video, the bandwidth can go over. However it should be noted that the PS3 isn't accurate when reporting its bitrate. You can use settings that allow it more flexibility. I recommend going to the Transcoding Sett...

It probably is a limitation of the hardware, but you can confirm this by watching the buffer on the Status tab while you are playing a file. If the buffer is always low then it confirms that the CPU isn't fast enough for true motion.
