I really don't know what it is, but from what you're telling, it does seem to be a UMS problem. I would search in the direction of display drivers or Windows 8 problems. If you turn off UMS and check what services are running? To do so, if you have a wifi android phone or tablet, you can install the app Fing. It shows you all the devices (IPs) on your network. Did you try running as a service with your firewall disabled? Difference if you run as a service is that the program will use wrapper.exe to start UMS. If everything is running fine with disabled firewall, you have to check your firewall rules. And especially the one for wrapper.exe I checked my own...

It's a bit strange that UMS does not detect 10.0.0.10. So maybe you have to check your network first. Take it one step at a time. Check your network adapter(s) and router.
