This should be resolved now, but may happen again for new releases if you happen to be among the first people to download it. It apparently takes Microsoft a while to mark the unrecognized file as safe on their servers

This is exacly what happened when I tried to install 9.8.1
Exactly the same message.
But no problem with the 9.8.0

Thanks for letting us know. The only thing we could do about it is sign our executables in the way Microsoft wants but that costs hundreds of dollars per year

I understand.
But for me Microsoft doesn't make a difference between "warning" the user that they don't have sign the executable and deny the user the right to install it.

Yes I agree, I think it is unfair that they display it like that. It would be more fair for them to be transparent and clear like "we do not recognize this installer, it might be safe or not, are you sure you want to run it?" instead of hiding the option to run behind an extra click.

Big companies are not inherently more trustworthy than open source projects like us, but for them it is nothing to pay hundreds of dollars, so this puts us at an unfair disadvantage.

Microsoft if you are reading this please take the feedback on board ;)
