What is Samsung*.conf CharMap

Can someone tell me what the character mapping for all Samsung config's reason and purpose is?
Why just them?

Im guessing its a Character map setting for unicode function. Probably easier to name files only with ANSI character set and save sub .srt files with ANSI rather than Unicode or UTF than fiddle around with that setting.

Thanks for the background pointer. I is kinda what I expected. I believe this is a subset (part) of a larger issue I am researching. I'll post more when complete.
