Using Windows 10 and I've had this problem for ages and have yet to find the solution. UMS (on my host PC) never shows up on my PS4 if my PC is locked. If I unlock the PC, the UMS will eventually show up on my PS4. There does not appear to be a UMS setting to prevent this. Could it be somehow tied to a windows setting?

Most likely the network adapter is going to sleep.
First thing to try is:
Go into "Device Manager"
Right click on the network adapter you are using. Either wired or wireless.
Select "Properties"
Select "Power Management"
Uncheck "Allow the computer to turn off this device to save power"
