Subtitles and transcoding code

So I have a little trouble figuring out the subtitle transcoded and priority list. Basically I want no subtitles for English videos but anything other than English I'd like English subtitles. I've noticed that in shows that are in English but have parts where another language is spoken (and should have a subtitle track) it will not have any subtitles for that. Could someone please show me exactially what I should put for subtitles in order for it to work the way I like.

Thanks for the reply. Im reading this info over and trying to make sense of it. Im sorry its just somewhat hard for me to understand how it works.

I've actually been more able to pinpoint what my issue is. When there is symbols or text in a language other than English there is no subtitles although the natural videos (anime on my PC) will show. Say like writing on a door on UMC stream to PS3 it will just show the image, where on PC with subtitles set off it will still show subtitle for that text.
