I've tried with your configs

The only time i can transcode is when using the "ums-Samsung-J5510.jar". (Still i can not do ff/rw)
I havent made debug logs of using the ums.ci jar, but i tried it, and transocding didnt work (i'll try again later)

So it's seem that DLNA no mandatory flags are mandatory for some renderers.
Did you tried with Twonky or Serviio or any other media server and get FF/RW work on transcoded videos ?

@squadjot i'll need your log while you transcode video and try to FF/RW with the ums.jar that i sended you and worked.
As finally i come to think that an other part of the DLNA specifications concerning the seeking was not correctly implemented in UMS as well. Some renderers could be more or less following the DLNA specifications, so that could explain why some work fine and some don't.
EDIT: I don't know if you already tried it, but that what a Samsung user said:

When you said that FF/RW didn't worked for you with transcoded videos, you mean from your TV ?I got mine to work by using the left/right buttons instead of RW/FF - it only jumps a small amount though. If a bigger jump is required, you should be able to use the Search function in the Tools menu (on the TV UI) to move to a particular point in time.

When transcoding i cant FF/REW now matter if i do it on the TV or from UMS controller (device popup from status tab)
When i try on the TV it simply says that this functionality is not available.
I'll try more settings when i get the time
