There's loads and loads of threads about this on this forum. Try to disable Windows Firewall/Defender and see if that "solves it". I'm pretty confident it will. If it works, there are several ways to solve it, for example by manually creating the necessary firewall rules.

I'm not sure what you have and haven't done, but it looks like quite a mess. I would uninstall UMS and Java, and remove any rules belonging to either after uninstallation - and then install from scratch.
