Your file is not 25fps but 23.976 as majority of MKV sources (there is no 25fps Blu-Ray because also for EU/PAL countries standard is 23.976)
Your file is not h.264 but VC1 so try using this line instead:
If your TV doesn't support DTS, you should not enable DTS in GUI.
I am on WIN so I suppose you don't have MEncoder installed on linux? But I am LAME when talking about linux so someone else should confirm...

Yep this Rip and log was not at 25fps.
Posted wrong question in this thread. I reinstalled UMS and let original Panasonic.conf. Like it was suggested to me.
And it stop play also others mkv. Then I set transcode exception to mkv. And it start recognise again also
Last one mkv.
Problem with 25fps LOTR1 mkv is still remaining there. I found that Panasonic media player run on 60 fps base. (I supose it, cause there is no judder with 30, 29,9 fps. )
Then I'll check my install, for missing encoder.
