Ok, I found the culprit. It was Superantispyware that was picking up UMS.exe as a trojan, flagging it and it's shortcuts, and sending them to quarantine (had this installed for a while now so it must be something they changed in a new def update). Anyway, it wasnt clear to me because it didnt show anything in it's gui log, it was only when I opened it's actual log file it showed it there. Even though I had allowed it as I said in my previous post, I had allowed the folder BEFORE I reinstalled UMS again, which in turn had excluded the folder (and should have excluded ums.exe as it did reside there after installation, but didnt!). So deleting the exclusion and re adding it after I again installed UMS cleared up the issue.
Thank you so much for your time DeFlanko, apologies for not looking deeper into the issue initially. I tend to think to far ahead when troubleshooting software issues and think the worst and sometimes forget it can be the easier routes that hold the key to the equation.
