So now a weird thing happened. I googled 'can't ping computer on network' and somewhere along the way I read about wireshark so I installed that, though I don't really know what I'm looking at.
Installed and rebooted, opened it up and went to try pinging, and pinging the PS4 at 10.0.0.17 now works. I see the ping and reply and it looks good.
UMS still can't see the PS4 though.

If you get an error when pinging, there must be something fundamental with your network. I've never seen "general failure". Can you post the output from one of your ping attempts, so I can see the exact output?
I don't think the ping issue is caused by firewalls, although it is technically possible I think that Windows firewall allows (outgoing) ping by default.
By the way, you don't need to disable your firewall for "public" networks unless you have told Windows that the network you're currently connected to is "public". I usually designate it as "home network" and then only disable the firewall for that network. That way, the firewall will be on if you for some reason happen to connect to another WiFi network for example.

Although I've never seen the "general failure", it's apparently not uncommon for Windows 10 users (I still use Windows 7 as I despise being overridden on everything like Windows 10 does). Until you can successfully ping the PS4, there's not much use in trying to troubleshoot UMS.
