This is a very old topic so is unlikely to be of any help.
Don't use install as service unless you know what you are doing and have a reason to do so. Most users will never need this.
You don't need shortcuts for each user either, just make sure that the "start with windows" option is enabled in the general settings tab.

It is possible that startup has been disabled in Task Manager, look for entries called javaw and make sure they are allowed to start with windows.

If UMS is not starting for another reason I would have to see logs to be of any help. They are located in C:\ProgramData\UMS if you are unable to get into the GUI to save them.
post debug.log, debug.log.prev if there is one and UMS.conf

It is probably not the anti virus software. I had the same issue and when I started ums.exe with "Run as Administrator" it worked.
