Right now I'm starting to wonder if the firewall is enabled in your setup.
Because you were able to stream movies not only on Xbox but to other renderers as well.
And did you do a test with the firewall completely disabled?
You told you don't see any of the rules that should be there. Are you comfortable that you were looking at the right things?
Oh, "physically disconnect your UTP cable to the internet" is only a precaution, because your firewall should protect your PC from any traffic coming via your private network (LAN) which includes wifi connections or connections coming from the internet. I am not that concerned of the wifi connections if you are using a setup with keys, but anything coming from the internet might be a potentional thread.
So to prevent this from happening, the best way is to disconnect the cable that takes care of your internet connection.
Another option that you might consider and that I DON'T recommend is letting somebody check out your setup that you trust 100%.
You can do so by either:
-giving him direct access in your house on your PC and network with appropriate privileges
-giving remote access and priviliges by installing a program such as TeamViewer, to remotely control your PC
But I hope you can take care of it yourself without that...

No I am not comfortable that I am looking at the right things & I told you before I had no idea what I was doing either & what do you mean test without firewall on

Well this is as far as I can go I'm afraid.
I would strongly advise you to get help from someone who understands windows 8 and firewalls and networking.
Remember that if you don't protect your PC you can potentially suffer from a lot of damage.

well i don't know anybody who knows both windows 8 & firewall & networking & i see this now - ums.exe (Any) but i don't still see the other ones

Let's take it one step a t a time.
Is your Windows Firewall on or off?
Please follow the instruction of Step 1 in the link that I have sent before and tell me what you see in the last screen VI (you don't have to hit OK at the end as we are only viewing).
Is the bullit for private and publict networks being placed at the green shield or the red shield?

i just now turned off the firewall to see if it works or not & so far still no music on the Xbox 360

Did you restart UMS and restart Xbox after disabling the firewall?

i cut off the firewall & i did shutdown the UMS software & the Xbox 360 system for a good 20 minutes or more & just now cut both the UMS software & the Xbox 360 back on & no music at all & what about the stuff you said i should see in the Firewall that i don't see

Obviously, if you are using the firewall, those rules that I have mentioned should be there in your configuration.
Effectively these rules "punch holes" in your firewall allowing traffic in or out based on the properties of the rule.
But if your setup still does not work without the firewall, then we have eliminated the firewall being the cause of the problem.
It also means that still you have to address the firewall issues later, once we find the cause of the xbox music playing issue.
For that you have to generate the debug.log once again in TRACE mode so that Optimus can help out.
