According to what I've read, it doesn't support DLNA, but it does have an SDK.

The Rockchip dongle commented on the video claims to be less than 10 bucks with Miracast and DLNA included... if the device support any of the protocols, anything can be displayed on the TV (included UMS served content). That dongle is not even for sale yet according to my knowledge. Secondly, I've already heard of an Android apps in development that converts DLNA into Chromecast protocol. Thirdly, does that Dongle also support regular network file browsing? Back to the point, all you would need to do watch a file on Chromecast would be to transcode a stream, play it in Google Chrome and Chromecast it.
