Based upon what I see in the log:
A serious error occurred during PMS init
org.jboss.netty.channel.ChannelException: Failed to bind to: /192.168.1.2:5001
I would say that UMS did not start properly. It could not start the listening server proces to listen on the port 5001.
I don't know what the cause is, but you might consider following:
- check the proces list for any hanging java.exe or javaw.exe processes and kill these before starting UMS again
- if it does not help, check if you have the latest java version installed
- do a uninstall of UMS and a clean install
- if you do install software, make sure you run the installation with Administrator rights
If UMS is able to start properly (check your debug.log again for errors) but still having problems with connecting devices you want to consider checking network adapter driver or Windows firewall settings.

Does this mean your previous issue is solved?
To address this new issue, you have to give more information.
Based on your UMS.conf you are not sharing folders at all, this line is empty:
folders =
Make sure you fill it in in the GUI and
save it. Then restart UMS.
Also, what have you already tried to resolve the issue?

the first issue was & still is a problem & the second issue I don't know what to do to fix it & now everything seems to be working on the Xbox 360 but the folder & file types I had problems with on the PS3 & they are saying no videos when you click in the folder & but on the Samsung TV you click on either folder & open both of them open

The second issue does not sound too exciting, since it is supposed to be standard UMS functionality which normally nobody have issues with.
I would suggest in solving the original issue first, so have you tried any of my previous suggestions and what are the results? Do you have new debug.log to share?

I think I got all that fixed when I went into Navigation/Share Settings Minimum item limit before using A-Z folders & I added a few more 0 there & but I now have another problem when you goto music player in the Xbox 360 it doesn't detect any music at all & I do have music on the PC in the music folder

So is that shared music mp3 (.mp3 files)?
Because according to xbox360.conf that's the only format that 's natively supported by xbox for audio.

I'm not sure I totally understand what you try to explain, but your xbox is set to only play mp3. Every other format should get transcoded to mp3.
Can you post debug.log of the situation when trying to play the problematic files.
I'm sure the experts/developers can help you out in tracing what's going on.
