Web server restart failing

Hi all,
I turned on "Display Server settings" so that I could reboot UMS from my TV. Not sure why I thought that I wanted this but since I tried it.
A problem occurs in that the JavaW continues to run while a second instance occurs preventing the second instance from working.
Once I kill the first Javaw from Taskmanager the second instance of the application continues on just fine.
Not sure why the Javaw isn't terminating properly. Debug file listed below but it doesn't show anything as the application is just waiting for a
socket connection.
Now, to turn that functionality off.
I'm running Java JRE version 8 Update 261.
