This has been around for quite some time. I've noticed for about two years that the restart is very iffy and I just don't use it.
I reinstalled version 9.8.0 and the problem doesn't appear to be there.
I had also noticed that things like Recently Played hadn't appeared for some time as well as the MediaLibrary folder. Resume has become flaky as well.
I'll stick with 9.8 now that I see this functionality appearing again.

I think the problem in this thread is a different one that happened in the last few v10 releases but it is fixed in V11.
Your other problems may be caused by other issues, possibly you have the cache turned off. If you try the latest version and post logs I should be able to see why those are not working for you.
