Where are LOCAL folders on UMS server shared too if enabled?

I have /data/music scanned by ums13

if this folder is set to SHARE ENABLE... is it visible to outside users over the Internet or just by my local TV on local Wifi?

No it is not visible to the internet, it is only available on your local network.

Any device on your network will be able to access that folder unless you set up an IP filter, good if you don't want kids accessing it from their computer.
