UMS is not seen on TV if TV is enabled after PC

UMS is running on Win 7 64bit on computer connected through wifi, TV is on the same router but on the wired connection. Subnet is the same, TV is seen on computer as upnp device. TV is Samsung H series, UE40H6400. Standard windows sharing works.
The problem is if the PC with UMS is started before TV - then UMS is not seen on TV. When UMS is restarted - it works fine.
