How to .. Please

I am sure this has been asked many times.
BUT......... I have never figured out how to set up the Web Interface.
Is there a comprehensive How-To out there somewhere for it?
..
I can pull up the built-in page, but nothing is there.
How do I add content to it.
........
Reason is... I have "cut the cord" from Cable TV.
I have OTA (which will be handled in the future by Xbox One). I want to be able to "server" my content to my "dumb" TV via the Xbox One.
From all I have seen (which isn't much), I have to use a Web Interface to get Xbox One to see it.

If I am wrong on any part of this, please set me straight (I hate to spend hours on wrong info and assumptions). LOL
So to recap...
Dilemma .. Getting Xbox One to see and use the content from UMS (How is it done), (Is there a Guide for it).
