Stuttering with a Gigabit wired connection.

I'm trying to use UMS to stream some media from my Win7 PC to either my PS4 or my Panasonic TV. When doing so, I get very, very bad stuttering. I'm talking usually about 10-15 second pauses and it seems only a few frames are actually played when it's not paused. As mentioned in the title, I have a Gigabit connection and during my testing I'm connecting my TV/PS4 to my router (Google Fiber network box) using a 100MB ethernet cable. I get the same behavior when I setup streaming options on Windows 7 or if I'm using WiFi. My TV/PS4 can play media from Netflix or other internet streaming services without any problems at HD quality.
This behavior appears to happen with any size or quality video file. The ones I've been testing with are roughly 1-2 GB in size but I also tried a 10 second clip that was only 20 MB and it too stuttered. The video files are stored on a relatively slow (7200 RPM) drive but when I moved them to an SSD, the behavior did not change. My computer specs should be more than enough to handle any transcoding (i7 3.4Ghz, 16GB ram, 660Ti Nvidia).
I have attached the packed debug log that includes the server startup and my attempting to play a file for a few minutes. I have a bandwidth monitor on my PC that shows only roughly on average 100KBs being uploaded when trying to play a file, which seems slow to me. Based on this information and the log, does anyone have suggestions for what I could try to remedy this problem?
