Awful Stuttering

I reinstalled Windows 7 about a month ago. I used to run UMS perfectly fine over wireless before with little issues. Worked great on my PS3 and PS4. After my reinstall, I just can't seem to get it up and running like before. Everything works fine up until it's time to start playing video files. UMS detects my consoles and I can browse my files from the console just fine. When I start playing a video, I get a constant pausing and unpausing right from the beginning. Leaving it playing doesn't change anything and if I pause the video myself and let it sit for a bit, it will play smoothly for a few seconds before stuttering again. Before the reinstall, I left all the settings at default for wireless streaming. I have it all setup the same way now. Max bandwidth is at 30, buffer size at the recommended default 200, and the transcoding quality at Automatic (wireless). I've never ran the program as a Windows service before or after the reinstall.
I saw a post from a couple of years back with a similar issue and I tried the recommendations in that topic to no avail. Changing my network adapters duplex value and changing and lowering bandwidth and transcoding quality had no effect. I tried changing the transcoding quality to the low setting @ keyint=25:vqmax=8:vqmin=3 and still the same issue. The topic: viewtopic.php?f=9&t=705
I replaced my router a couple of months ago before my Windows reinstall to a TP-Link TL-WR841N. Everything runs smoother than before. Not sure if it has anything to do with UMS streaming, but I stream wirelessly to a Steam Link and with the Splashtop program with no issues.
Currently running the latest version of UMS, 6.2.2. Not sure what version I had installed beforehand, but it was somewhat recent because the interface is the same.
AMD Phenom II X4 925 (4 CPUs), ~2.8GHz
24 GB Ram (Was running 8 before. Buddy gave me his extra sticks and I just stuck 'em in for whatever reason)
AMD Radeon HD 6800
I believe all my drivers are up to date. Haven't had any problems running any other games or programs.
I'm including the logs of my attempt at starting up the PS3 and playing a video file over a wireless connection. I left it running for about 5 minutes and came back to only 43 seconds of the video stuttering it's way through. If you guys need anymore information to help pinpoint the problem, let me know.
