UMS not working on Windows 10

After a fresh install of Winfows 10 x64, UMS is not working anymore, just click on shorcut and nothing happens. I have no issues wirh Windows 7
I tried to uninstall/install Java x64 but no luck,
If I run UMS without Java installed, prompts me to install Java, but try to install 32 bits version of Java
Any idea?

I tried installing as administrator and running it as admin too - give that a go
