Processor Runaway

Hello,
I have installed UMS on two Windows 10 64 bit desktop computers on our home network. The first on an Intel i3 based system installed and ran first time without any problems. It continues to do so. The second computer is an Intel i5-6600K based system and this was not quite so forthright.
Despite both having the same anti-virus and firewall, I had to mess around with access rights before the network would see the second UMS server (even with the first not running). I thought that I had it cracked but noticed that after UMS had been running for some undetermined time it would start to hog the processor with the 'Java(TM) Platform SE binary (32 bit)' process taking 90% plus of the CPU useage in Task manager despite no manual use of the server. Sometimes it is so bad that the mouse pointer lags dreadfully which never happens when other programmes push the CPU up to 100%.
So to the question. Do I need to install the 64 bit version of Java despite the other computer having the exact same installation or is it processor specific?
Edit: Incidentally, If I try to attach the ums_dbg.zip file (2MB) I receive an HTTP Error.
