Can't seek, but only in web player

I'm not sure if it's a limitation of the web player, or something I'm not configuring correctly. All of my clients have the ability to seek through a video on my server. All of my smart TVs, my PS3, even Media Monkey on my PC can seek. However, when trying to stream the video through either the HTML5 or Flash player, I am unable to seek through the video.
I have tried enabling and disabling transcoding. I have tried using the VLC, FFmpeg, and MEncoder engines. I have even tried forcing the default renderer to a number of different renderers.
Is there a way to get the web player to allow the user to seek through the video?
