New files not detected EVEN when restarting server
I have UMS 5.5.0 installed on a headless Debian 8 media server to stream videos to my PS4, I posted in general support since I have no idea if my issue is Linux-specific or not. When I first ran the program all seemed to go well, my PS4 would see and be able to read all the files that were already on my hard drive. But yesterday I added something new to one of the explicitly defined shared folders, and my PS4 doesn't see it, and neither does the web interface. I tried restarting the service and even rebooting the server, nothing changes. The "scan folders option" on the web console does nothing. UMS can see everything in the shared folders except anything that was added since I installed it.

I'm assuming that you refer to what you find in the media library/cache? If you browse via the folder structure, all files should be there..?
Assuming my assumption is correct, I think you have a good point. I don't know if anyone has thought about how to scan folders from headless mode. That said, be sure to edit the configuration file after stopping UMS. UMS automatically saves it from it's in-memory cache during shutdown, which would overwrite any changes you did in the meanwhile.
