Can you try to set "Use automatic maximum bandwith" at the General Configuration page and after test send the log?

Yay! Automatic bandwith with removed MaxVideoBitrateMbps = 75 did the trick.

Strange thing, today I have wanted to make debug when it is working ok... and dang... it stutters again :/ I don't know what is different :/

I have cleaned up everything with revouninstaller, installed 7.0.1 removed info about 75mbit bitrate from config file and put file on read-only. It seems to be working great so far!
