i cannot change language to spanish on UMS

Dear all,

Need help, i cannot change language to spanish on ums,i try reinstall app but issue is persistent.

Select spanish language,save and restart ums, but ums start on default language

UMS run down Windows 7 EE.

Yes, it's not work the Spanish Language....
