When I use PureVPN, it will stop any video streaming from my PC to PS3/.PS4. How do I configure it to allow VPN to work while still allowing media to stream to the PS3 to the TV?

Probably VPN app blocks local connections or ports, you can try OpenVPN gui, if it doesn't help you might need to configure static routes in your home router
